In the course of fulfilling its development agenda, the Guyanese government has made sure that the locals would foremost benefit. Testament to this is the enactment of the Local Content Act 2021. This legislative milestone ensures that local employment and businesses are given top priority in the oil and gas industry.
Among the highlights of the Act is for the Local Content Secretariat to develop and maintain a Local Content Registration for suppliers and employees for petroleum-related operations in the country. The goal of the registration is to maintain a list of Guyanese nationals that get priority for employment and Guyanese nations and companies from which goods and services may be procured.
To register, suppliers and locals need to fill out and submit the registration form together with all required supporting documents. Applications can be submitted online or in hard copy to the Local Content Secretariat, 116-117 Cowan Street, Kingston, Georgetown, Guyana. To confirm receipt of the application, the Secretariat will issue an Acknowledgement of Receipt which includes a reference number and the review process.
Once the forms and the documents have been reviewed, the Secretariat will assess whether the application is approved or not and the registrant will be notified of the decision. A Certificate of Registration will be provided to all approved applications. This means that the applicant has satisfied all the requirements in the Local Content Act No.18 of 2021. The Secretariat will likewise notify applicants whose applications were disapproved.
Locals and companies with approved registration will be provided with access to the Supplier Registration Portal or the Employment Portal. They will also be notified by the Secretariat of any procurement or employment opportunities.
The registration is renewable every year and must be done on or before the anniversary of the issuance of the registration. Renewal can be done through the Supplier and Employment portals.
